Official Autonomous Administration in Sheikh Maqsoud and Ashrafieh in Aleppo

Mr. Badran Jia Kurd announced the reaching of an agreement between the councils of the neighborhoods of Ashrafieh and Sheikh Maqsoud with the relevant committee from the Syrian authority, in an important step towards enhancing stability and coexistence. The agreement stipulates the complete preservation of the neighborhoods' privacy, including their security, management, services, culture, and political practices, in coordination with the relevant service and security institutions in the city of Aleppo, along with the establishment of special mechanisms to achieve this.
The agreement also confirms the continuation of internal security forces and checkpoints as they are in the neighborhoods, and to operate according to a specific mechanism in coordination with the Ministry of Interior to enhance their role in protecting residents without interference from any faction or armed group. Additionally, it was agreed to exchange all prisoners between the two sides and to maintain the educational system as it is until a comprehensive decision is made regarding northern and eastern Syria.
The Syrian authority in Aleppo bears responsibility for any threats that may face the neighborhoods, ensuring joint efforts to mitigate these risks. The agreement guarantees the freedom of movement for residents of the neighborhoods, both inside and outside the city, without any harassment, and grants them the right to full representation in the Local Council, Chamber of Commerce, and other institutions, with support from the governorate without any discrimination.
This agreement is considered the first phase of a broader plan aimed at ensuring the safe return of the residents of Afrin, as negotiations continue to achieve this goal. We affirm that Afrin, as a political, geographical, and national unit integrated with Rojava, will hold a prominent place in future negotiations.
