Why Does Khamenei Fear Negotiation?

On March 8, 2025, Khamenei openly rejected a message from the President of the United States regarding negotiations. But why this refusal? Wasn't the policy of "negotiation" one of the tools employed by this regime to ensure the survival of its dictatorship?
Khamenei stated, “Some powerful governments insist on negotiations. Their negotiations are not to solve issues but to dominate. For them, negotiation is a means to present new demands. The issue is not merely a nuclear one, as they now discuss nuclear matters. They are introducing new demands that will never be met by Iran.”
What is the Truth?
The first truth is that the ruling clerical regime in Iran is at its weakest point of existence, facing countless crises both internally and externally, with the crisis of "overthrow" at the top of the list. For this reason, it shies away from negotiating with any external party because it knows that it has no further escape to continue deceiving anyone and finding someone to believe its words. Khamenei's rejection of "negotiation" is a result of the current conditions of the crumbling clerical regime.
Looking back over the past year, we find that this regime has also lost the ruling dictatorship in Syria, Bashar al-Assad, and its proxy forces in the region, particularly Hezbollah. As a result, it has also lost the "crescent" it was drawing and worked to complete, losing more of it every day!
The Weak and Fragile Situation
What Iranian affairs experts see as more critical is the extremely weak, fragile, and unstable state of the dictatorship within the borders of Iran. This is something Ali Khamenei knows better than anyone else. At any moment, this dictatorship could fall at the hands of the Iranian people and resistance units, where perhaps a single "spark" could be enough to trigger this inevitable fate. Therefore, the religious dictatorship ruling in Iran sees its end before anyone else and lives each day with moments of its "doom."
Concurrently with the impending fall of the ruling religious dictatorship in Iran, the policy of "negotiation" has also slipped from the grip of this regime, which is evading engaging in it. In the policy of this regime, negotiations are good only when they serve the regime's survival. Perhaps negotiations about the "nuclear bomb" are the best example of this. The Iranian regime has misused this policy to the greatest extent regarding "nuclear weapons" and "nuclear projects."
Khamenei, the Enemy of Negotiation!
Is it not the reality that this regime aimed, in parallel with applying this policy, to acquire "nuclear weapons" and to hold the fates of other peoples of the world hostage?! Therefore, the fate of the "negotiation policy" for the mullahs' regime in the past bears witness to the fact that the ruling dictatorship in Iran is an enemy of "negotiation," as it is inherently opposed to peaceful coexistence, peace, and security in the region and the world.
Khamenei stated in his speech: “They say: Do not do this, do not meet so-and-so, do not go to such-and-such place, do not produce such-and-such thing, and your missile range must not exceed a certain limit." This is their goal in negotiations.” He added, “They also repeat the name of negotiation to create pressure on public opinion, saying: ‘The other side is willing to negotiate; why are you not willing?’” Khamenei immediately responded, stating: “This is not negotiation; it is imposition and oppression, along with other aspects that cannot be discussed here now.”
As the time for the fall of the dictatorship in Iran approaches, the "political tools" continue to slip from the hands of this regime. The Iranian people reject the dictatorship in their country. They overthrew the Shah's dictatorship, and now they are present in the arena to bring down the religious dictatorship. They are a people who have not only become stronger and more equipped but also more experienced and prepared! The Iranian people have suffered from both monarchic oppression and religious tyranny.
Donald Trump Calls for Negotiation with Khamenei
Khamenei's statements came after the US President stated in an interview with Fox Business aired on March 7, 2025, regarding the mullahs’ nuclear project: “There are two ways to deal with Iran. Either militarily or through negotiation. I prefer negotiation because I do not seek to harm Iran. I wrote them a letter saying: I hope you accept negotiation; because if we have to intervene militarily, it will be something terrible for them.” Trump declared, “We reached the final stages with the Iranian regime, and we are now right on the cusp of the end. This regime should not be allowed.

BENEFIT, the Kingdom’s innovator and leading company in Fintech and electronic financial transactions service, held its Annual General Meeting (AGM) at the company’s headquarters in the Seef District.
During the meeting, shareholders approved all items listed on the agenda, including the ratification of the minutes of the previous AGM held on 26 March 2024. The session reviewed and approved the Board’s Annual Report on the company’s activities and financial performance for the fiscal year ended 31 December 2024, and the shareholders expressed their satisfaction with the company’s operational and financial results during the reporting period.
The meeting also reviewed the Independent External Auditor’s Report on the company’s consolidated financial statements for the year ended 31 December 2024. Subsequently, the shareholders approved the audited financial statements for the fiscal year. Based on the Board’s recommendation, the shareholders approved the distribution of a cash dividend equivalent to 10% of the paid-up share capital.
Furthermore, the shareholders endorsed the allocation of a total amount of BD 172,500 as remuneration to the members of the Board for the year ended 31 December 2024, subject to prior clearance by related authorities.
The extension of the current composition of the Board was approved, which includes ten members and one CBB observer, for a further six-month term, expiring in September 2025, pending no objection from the CBB.
The meeting reviewed and approved the Corporate Governance Report for 2024, which affirmed the company’s full compliance with the corporate governance directives issued by the CBB and other applicable regulatory frameworks. The AGM absolved the Board Members of liability for any of their actions during the year ending on 31st December 2024, in accordance with the Commercial Companies Law.
In alignment with regulatory requirements, the session approved the reappointment of Ernst & Young (EY) as the company’s External Auditors for the fiscal year 2025, covering both the parent company and its subsidiaries—Sinnad and Bahrain FinTech Bay. The Board was authorised to determine the external auditors’ professional fees, subject to approval from the CBB, and the meeting concluded with a discussion of any additional issues as per Article (207) of the Commercial Companies Law.
Speaking on the company’s performance, Mr. Mohamed Al Bastaki, Chairman BENEFIT , stated: “In terms of the financial results for 2024, I am pleased to say that the year gone by has also been proved to be a success in delivering tangible results. Growth rate for 2024 was 19 per cent. Revenue for the year was BD 17 M (US$ 45.3 Million) and net profit was 2 Million ($ 5.3 Million).
Mr. Al Bastaki also announced that the Board had formally adopted a new three-year strategic roadmap to commence in 2025. The strategy encompasses a phased international expansion, optimisation of internal operations, enhanced revenue diversification, long-term sustainability initiatives, and the advancement of innovation and digital transformation initiatives across all service lines.
“I extend my sincere appreciation to the CBB for its continued support of BENEFIT and its pivotal role in fostering a stable and progressive regulatory environment for the Kingdom’s banking and financial sector—an environment that has significantly reinforced Bahrain’s standing as a leading financial hub in the region,” said Mr. Al Bastaki. “I would also like to thank our partner banks and valued customers for their trust, and our shareholders for their ongoing encouragement. The achievements of 2024 set a strong precedent, and I am confident they will serve as a foundation for yet another successful and impactful year ahead.”
