The circulated agreement terms show American efforts to balance Israeli security demands with Lebanese sovereignty through a multilateral international monitoring mechanism
A senior Israeli official declared guarantees allowing his country freedom of action in Lebanon when violations occur, coinciding with strikes on Beirut's southern suburb and ahead of an expected ceasefire approval.
Government spokesman David Menser confirmed that "the agreement will maintain Israel's freedom to act in self-defense to remove Hezbollah's threat," indicating it will allow safe return for northern residents.
A hardline position emerged from Israeli Defense Minister Yisrael Katz, who warned against any potential truce violation, threatening to thwart weapons smuggling attempts to Hezbollah.
The Israeli statements coincided with targeting four locations in Beirut's southern suburb, shelling southern towns, and destroying houses in Al-Qouzah village.
EU Foreign Policy Chief Josep Borrell indicated that the proposed agreement includes all necessary security guarantees for Israel.
Lebanese Parliament Deputy Speaker Elias Bou Saab revealed the resolution of major obstacles to implementing the agreement, explaining the formation of a monitoring committee from five countries under American leadership.
The proposal includes Israeli military withdrawal from the south and Lebanese army deployment along the border within sixty days.
Israeli attacks have escalated since last September on various Lebanese areas, especially the southern suburb, south, and Bekaa, with incursions into border towns.
The United States continues its diplomatic efforts through envoy Amos Hochstein to establish a truce between the parties for months.
