President Zelensky signs decree refusing any negotiations with Putin
Ukrainian President Volodymyr Zelensky signed on Tuesday (October 4) a decree refusing any negotiations with Russian President Vladimir Putin, the Anews reported.
The latest move by Kyiv came after the Russian parliament ratified agreements on annexing Ukraine's Donetsk, Kherson, Luhansk and Zaporizhzhia regions.
Last Friday (Sep 30), Putin signed agreements with separatist authorities of the breakaway Ukrainian regions on joining Russia, following referendums held on Sept. 23-27.
The vote comes more than seven months into Russia's war on Ukraine, which began on Feb. 24.
The referendums have been condemned by the international community, with European nations and the US calling them a "sham" and underlining that they would not be recognized.

The upper house of Russia's parliament voted on Tuesday (October 4) to approve the incorporation of four Ukrainian regions into Russia, as Moscow sets about formally annexing territory it sized from Kyiv during its seven-month conflict.
The documents now pass back to the Kremlin for President Vladimir Putin's final signature to complete the process of formally annexing the four regions, representing around 18% of Ukraine's internationally-recognised territory.
